Program Evaluation: Substance Abuse Felony Punishment Program (SAFP)    (ISAR #: 1252)

The evaluation of the Texas Substance Abuse Felony Punishment (SAFP) program began in 1995 as part of a continuing effort by the Criminal Justice Policy Council to evaluate the Texas correctional substance abuse treatment initiative. The evaluation served two primary purposes: to monitor the issues associated with administration of the correctional substance abuse programs; and to evaluate program performance. In terms of performance, the in-prison substance abuse program improved both completion and recidivism rates. The cost-effectiveness analyses indicated that the SAFP program proved cost-effective due to reduced incarceration costs.
